Bí ẩn hành tung của thủ lĩnh phe phản kháng Taliban
Thủ lĩnh Panjshir Ahmad Shah Massoud và cựu Phó Tổng thống Afghanistan Amrullah Saleh vẫn chưa rời khỏi đất nước và lực lượng kháng chiến của họ vẫn đang chiến đấu với Taliban.
Đó là tuyên bố của ông Zahir Aghbar, đại sứ Afghanistan tại thủ đô Dushanbe của Tajikistan hôm 8-9. Ông Aghbar là đại sứ dưới thời chính quyền cựu Tổng thống Afghanistan Ashraf Ghani. Ông Aghbar cho biết ông thường xuyên liên lạc với ông Saleh nhưng không liên lạc được với các thủ lĩnh phản kháng vì lý do an ninh.
Ông Aghbar nói: “Các ông Ahmad Shah Massoud và Amrullah Saleh chưa sang Tajikistan. Thông tin ông Massoud đã rời Panjshir là không đúng, ông ấy vẫn đang ở Afghanistan. Tôi cũng thường xuyên liên lạc với ông Amrullah Saleh, người hiện ở Panjshir và điều hành chính phủ Cộng hòa Hồi giáo Afghanistan”.
Hồi tháng trước, Taliban lên nắm quyền tại Afghanistan và gần đây tuyên bố giành quyền kiểm soát thung lũng Panjshir, tỉnh cuối cùng của Afghanistan, dù lực lượng chống Taliban vẫn chưa thừa nhận bị đánh bại.
Trong khi đó, cựu Tổng thống Ghani, người rời khỏi thủ đô Kabul trước khi Taliban nắm quyền kiểm soát, đã lên tiếng xin lỗi người dân.
Ông Ghani lên tiếng hôm 8-9: “Tôi nợ người dân Afghanistan một lời giải thích vì đã đột ngột rời khỏi Kabul vào ngày 15-8 sau khi Taliban bất ngờ tiến vào thành phố. Tôi rời đi do sự hối thúc của lực lượng an ninh tại dinh tổng thống. Họ khuyên tôi rằng việc tiếp tục ở lại có nguy cơ châm ngòi cho một cuộc chiến khủng khiếp tại thành phố này, tương tự cuộc nội chiến vào những năm 1990”.
Ông Ghani cho rằng việc rời khỏi thủ đô Kabul là quyết định khó khăn nhất trong cuộc đời ông nhưng ông tin rằng đó là cách duy nhất để ngăn nổ súng, đồng thời cứu Kabul và 6 triệu dân.
Cựu Tổng thống Ghani cho hay: “Tôi xin lỗi người dân Afghanistan vì đã không thể kết thúc mọi chuyện khác đi. Cam kết của tôi với người dân Afghanistan chưa bao giờ dao động và sẽ dẫn lối cho tôi trong suốt quãng đời còn lại”. Ông Ghani cũng bác những cáo buộc cho rằng ông lấy hàng triệu USD thuộc về người dân Afghanistan khi chạy trốn khỏi Kabul là hoàn toàn sai sự thật.
Trong diễn biến liên quan, phát biểu tại cuộc họp trực tuyến với những người đồng cấp Pakistan, Iran, Tajikistan, Uzbekistan và Turkmenistan hôm 8-9, Bộ trưởng Ngoại giao Trung Quốc Vương Nghị cho biết Trung Quốc sẽ cấp khoản viện trợ trị giá 200 triệu nhân dân tệ (tương đương 31 triệu USD) cho Afghanistan, trong đó có viện trợ lương thực và 3 triệu liều vắc-xin Covid-19.
Ông Vương nhấn mạnh Trung Quốc sẽ phối hợp với các nước trong khu vực để hỗ trợ Afghanistan tái thiết nền kinh tế và xã hội, cũng như chiến đấu với các nhóm khủng bố, ngăn hoạt động buôn bán ma túy.
Ông Vương cũng kêu gọi Taliban có những hành động cụ thể để ngăn chặn khủng bố, đồng thời kêu gọi tất cả các bên tăng cường chia sẻ thông tin tình báo và kiểm soát biên giới.
Bộ trưởng Ngoại giao Trung Quốc nhấn mạnh Mỹ và các đồng minh nên có nghĩa vụ đầy đủ về việc cung cấp viện trợ kinh tế và nhân đạo cho người dân Afghanistan vì “đã gây ra các vấn đề ở Afghanistan”.
