TT Biden tìm cách gỡ lệnh trừng phạt Nord Stream-2 sau khi đã tuyên bố
Tổng thống Mỹ Joe Biden đang cố hạn chế trừng phạt nhằm vào công ty Đức có dính líu đến Nord Strem-2 để làm hài lòng Đảng Cộng hòa.
Đầu tuần này, chính quyền ông Joe Biden đã tuyên bố sẽ áp đặt hạn chế nhằm vào 2 tàu và một tổ chức liên kết với Nga, Transadria đã tham gia vào xây dựng đường ống Nord Stream-2. Transadria sẽ bị xử phạt theo PEESA và tàu của họ là Marlin sẽ được xác định là tài sản bị phong tỏa.
Ngoại trưởng Mỹ Antony Blinken không nêu rõ tên của con tàu thứ hai được đề cập trong báo cáo nhưng theo điều tra của Bloomberg thì con tài thứ hai là Blue Ship, thuộc về một tổ chức liên kết với chính phủ Đức.
Một số nguồn tin nói con tàu thứ hai có dính líu đến đồng minh Đức của Mỹ nên dường như ông Biden đang cố gắng tránh đề cập đến việc áp đặt hạn chế lên con tàu này.
Tạp chí Foreign Policy viết, Tổng thống Mỹ Biden đang cố gắng thông qua các nghị sĩ Đảng Dân chủ để loại bỏ các biện pháp trừng phạt đối với đường ống Nord Stream-2 khỏi ngân sách quốc phòng nước này.
Theo ấn phẩm, tuần trước Ngoại trưởng Antony Blinken và các quan chức cấp cao khác của Nhà Trắng đã gọi điện cho một số nghị sĩ để thúc giục họ hủy bỏ nội dung sửa đổi ngân sách quốc phòng cho năm tới đề ra biện pháp trừng phạt đối với các công ty liên quan đến dự án nói trên.
Cụ thể đây là cách để chính quyền cố gắng ngăn chặn việc áp đặt hạn chế tài chính đối với các công ty của Đức.
Động thái này, như bài báo lưu ý, “đã làm dấy lên sự tức giận của các nghị sĩ đảng Cộng hòa trong Quốc hội”.
Những sửa đổi đối với ngân sách quốc phòng của Mỹ cho năm 2022 bao gồm các biện pháp trừng phạt đối với Nord Stream-2 đã được 6 thượng nghị sĩ của đảng Cộng hòa đưa ra, trong đó có thành viên Ủy ban Đối ngoại Jim Risch.
Phản ứng của chính quyền Tổng thống Mỹ là có thể hiểu được. Dù giới chức nước này liên tục chỉ trích dự án là biểu tượng của việc Nga tác động xấu đến an ninh năng lượng châu Âu nhưng ông Biden đã đưa ra một cam kết với người Đức rằng sẽ không gia tăng áp lực với đường ống này trừ khi phát hiện Nga “vũ khí hóa năng lượng”.
Ngay cả khi Ngoại trưởng Mỹ không nhắc đến tên con tàu Blue Ship khi nói về các lệnh trừng phạt mới đây thì ở Đức cũng đã có phản ứng.
Một phát ngôn viên chính sách đối ngoại của Đảng Xanh (Đức), thành viên của liên minh Chính phủ Đức, ông Omid Nouripour đã lên án các lệnh trừng phạt mới của Mỹ đối với đường ống dẫn khí Nord Stream-2 là “không thể chấp nhận được”.
“Các biện pháp trừng phạt mới của Mỹ là không thể chấp nhận được ngay cả đối với những người chỉ trích Nord Stream-2” – người phát ngôn nói với Reuters.
Đường ống này cũng đã gây ra rạn nứt giữa Berlin và Washington. Một số quan điểm ở Đức tin rằng việc Mỹ phản đối đường ống này hoàn toàn mang tính chất kinh tế và là nỗ lực buộc châu Âu mua LNG của Mỹ thay vì khí đốt của Nga.
Truyền thông Đức ghi nhận phản ứng không hề dễ chịu từ độc giả nước này khi đưa tin về lệnh trừng phạt của Mỹ nhằm vào Nord Stream-2.
Một số độc giả tạp chí Đức Der Spiegel tỏ ra phẫn nộ. Một người viết: “Đáp lại, chúng ta cần tẩy chay một số công ty Mỹ. Những hãng lâu nay gây hại cho chúng ta, gây hại cho xã hội và đầu độc sức khỏe của người dân… Trước hết, các biện pháp như vậy cần quan tâm đến các doanh nghiệp bán đồ ăn công cộng, cũng như một số mạng xã hội.”
“Có lẽ họ (Đảng Xanh) sẽ phải dần dần, từng bước thừa nhận chúng ta cần đến khí đốt của Nga” – các bình luận viết thêm.
“Dù Nord Stream-2 là gì đi nữa, trước hết nó có tầm quan trọng rất lớn đối với việc cung cấp năng lượng cho chúng ta” – người khác nhắc lại.
“Cho đến khi có thể đáp ứng nhu cầu năng lượng của mình bằng các nguồn tái tạo, chúng ta vẫn cần nhập khẩu năng lượng. Nga đã cung cấp trong vài thập kỷ qua. Khí đốt của nước này tốt hơn và rẻ hơn”, độc giả viết.
Theo nhận định của Phó giám đốc Quỹ An ninh Năng lượng Quốc gia Nga Alexei Grivach, việc Mỹ công bố trừng phạt Nord Stream-2 thể hiện “thói quan liêu” của họ.
“Một mặt, đây là quán tính của bộ máy quan liêu, mặt khác là một yếu tố của chính trị trong nước. Chính quyền Biden đang chịu áp lực từ phía các nghị sĩ vì lý do chính trị và lấy lại tiền từ các nhà vận động hành lang.
Chính vì thế mà chính quyền này mỗi quý lại đưa ra các biện pháp trừng phạt đối với một số tàu riêng lẻ, một mặt vì để tuân thủ các thỏa thuận với Đức, mặt khác để chứng tỏ rằng chính quyền vẫn đang trung thành với chính sách trừng phạt” – ông Grivach nói.
Theo chuyên gia, các biện pháp trừng phạt gây khó chịu và tạo ra bất tiện trong hoạt động của tàu, nhưng không nguy hiểm gì, và cả chủ tàu lẫn các thuyền trưởng đều có thể thích ứng trong điều kiện mới.
