Joe Biden nói hớ về ‘bảo vệ Đài Loan’ hay khéo léo dọa Trung Quốc?
Một quan chức chính quyền Joe Biden hôm thứ Năm 19/8 cho biết chính sách của Hoa Kỳ đối với Đài Loan không thay đổi sau khi Tổng thống Joe Biden có vẻ gợi ý Hoa Kỳ sẽ bảo vệ hòn đảo nếu bị tấn công, sai lệch so với quan điểm lâu nay của Hoa Kỳ là “mơ hồ chiến lược”.
Trong một cuộc phỏng vấn được ABC News phát sóng hôm thứ Năm, Biden đã được hỏi về tác động của việc Mỹ rút quân khỏi Afghanistan.
“Chúng tôi đã giữ mọi cam kết. Chúng tôi có cam kết vững chắc với Điều 5 rằng nếu ai xâm lăng hay chống lại đồng minh Nato, chúng tôi sẽ phản ứng. Cũng thế với Nhật, Hàn Quốc, cũng thế với Đài Loan.”
Nhưng một quan chức Bộ Ngoại giao Mỹ cho biết: “Chính sách của chúng tôi đối với Đài Loan không thay đổi.”
Ông ta nói thêm: “Mối quan hệ quốc phòng của Hoa Kỳ với Đài Loan được dẫn dắt bởi Đạo luật Quan hệ Đài Loan (TRA) trong 40 năm qua và dựa trên đánh giá về nhu cầu quốc phòng của Đài Loan và mối đe dọa do Trung Quốc gây ra.”
Đạo luật Quan hệ Đài Loan được Quốc hội Mỹ thông qua năm 1979 không đảm bảo khả năng bảo vệ của Hoa Kỳ đối với Đài Loan trong trường hợp bị tấn công.
Nhưng luật này có một điều khoản kêu gọi cung cấp vũ khí cho Đài Loan để phòng thủ: “Hoa Kỳ sẽ cung cấp cho Đài Loan các thiết bị và dịch vụ quốc phòng với số lượng có thể cần thiết để cho phép Đài Loan duy trì đủ khả năng tự phòng thủ.”
Cố vấn an ninh quốc gia của Biden, Jake Sullivan, khi hỏi về Đài Loan trong tuần này, đã gọi đây là một “câu hỏi khác về cơ bản trong bối cảnh khác” đối với Afghanistan.

Điều 5 là một thỏa thuận của Nato quy định rằng một cuộc tấn công vào một thành viên của liên minh sẽ bị coi là tấn công vào toàn bộ các thành viên Nato.
Mỹ chấm dứt quan hệ ngoại giao với Đài Loan vào năm 1979 và chuyển sang công nhận Trung Quốc đại lục.
