Theo kết quả điều tra, từ năm 2019, Hoàng thuê Thương mời gọi người dân mở tài khoản ngân hàng với tiền công 400.000 đồng mỗi tài khoản. Ai đồng ý mở tài khoản được Thương trả 100.000 đồng, người giới thiệu được 40.000 đồng.

Sau khi có tài khoản ngân hàng và thông tin cá nhân, Hoàng và Thương tạo các tài khoản ví điện tử như Zalo Pay, Momo để hưởng các gói quà ưu đãi (sử dụng để thanh toán tiền điện, nước, internet…) trị giá 700.000 đồng mỗi tài khoản. Sử dụng xong các gói quà, Hoàng bán mỗi tài khoản ví điện tử với giá 50.000 đồng.
Tương tự, Đức mời gọi người dân mở tài khoản rồi bán lại cho Hoàng. Sau đó, Hoàng tạo chứng minh thư nhân dân giả để mở các ví điện tử, bán 250.000- 300.000 đồng mỗi tài khoản.
