Chính quyền Biden liên tiếp ‘tặng quà’ Trung Quốc, và Mạnh Vãn Châu chỉ là một trong số đó
Chuyên gia phân tích thời sự Stu Cvrk, và là cựu thuyền trưởng từng có 30 năm hoạt động trong Hải quân Hoa Kỳ tại khu vực Trung Đông và Tây Thái Bình Dương, cho rằng chính quyền Biden đã liên tiếp “tặng quà” cho Trung Quốc, và vụ Mạnh Vãn Châu gần đây chỉ là một trong số đó.
Theo ông Cvrk, những ví dụ điển hình bao gồm việc hủy bỏ các sắc lệnh hành pháp dưới thời Tổng thống Trump, mang đến lợi ích kinh tế cho chế độ Trung Quốc, bổ nhiệm các bộ máy nhân sự thân Bắc Kinh ủng hộ việc tái lập quan hệ làm hòa với Trung Quốc.
Dưới đây là những “món quà thiện chí” mà chính quyền Biden dành cho Trung Quốc được ông Cvrk liệt kê.
Hủy bỏ đường ống Keystone XL. Vào ngày đầu tiên nhậm chức, ông Biden đã hủy bỏ Đường ống Keystone XL , cắt đứt nguồn cung hàng triệu gallon dầu từ Canada đến các nhà máy lọc dầu ở Hoa Kỳ, từ đó khiến giá cả xăng dầu tăng cao trong những tháng gần đây, khiến cuộc sống người dân Mỹ đột nhiên trở nên đắt đỏ.
Không chỉ vậy, việc hủy bỏ đường ống dẫn dầu lại chính là một món quà kinh tế trực tiếp đối với Trung Quốc, khi giá năng lượng cao khiến công nghệ năng lượng xanh trở nên khả thi hơn về mặt kinh tế, dẫn đến việc gia tăng nhu cầu đối với pin xe điện và các tấm pin mặt trời “Made in China”. Việc Washington tái gia nhập Hiệp định Paris cũng góp phần vào việc gia tăng doanh số bán các sản phẩm công nghệ xanh trong tương lai của Trung Quốc cho Hoa Kỳ.
Tạo điều kiện để Trung Quốc thâm nhập mạng lưới điện Hoa Kỳ. Ẩn giấu trong sắc lệnh hủy bỏ giấy phép đường ống dẫn dầu Keystone XL là một điều khoản hủy bỏ một Sắc lệnh hành pháp năm 2020 của Tổng thống Trump, có tên gọi Bảo vệ Hệ thống Điện số lượng lớn của Hoa Kỳ. Mục đích của sắc lệnh này là “cấm, thay thế và đặt ra các tiêu chí mới về các thiết bị điện trong hệ thống điện công suất lớn (BPS) bắt nguồn từ một quốc gia khác có nguy cơ đe dọa an ninh quốc gia Mỹ”. Thiếu đi sắc lệnh này, ông Cvrk cho rằng Mỹ có thể sẽ phải đối mặt với một tương lai mà Bắc Kinh có thể tạm dừng — hoặc ít nhất là quấy nhiễu — mạng lưới điện của Hoa Kỳ để giành được lợi thế địa chính trị hoặc kinh tế!
Bản ghi nhớ về “Bài ngoại”. Ngày 26/1, Tổng thống Biden đã ký một bản ghi nhớ có vẻ có mục đích “chống phân biệt chủng tộc” với tiêu đề, “Bản ghi nhớ lên án và chống phân biệt chủng tộc, bài ngoại và không khoan dung chống lại người Mỹ gốc Á và người dân các đảo Thái Bình Dương ở Hoa Kỳ”. Một điều khoản quan trọng trong đó là việc định hướng cho các cơ quan liên bang nhằm “giảm thiểu ngôn ngữ phân biệt chủng tộc trong việc mô tả đại dịch COVID-19”. Điều đó có nghĩa là phải chấm dứt mọi việc chính phủ Hoa Kỳ dán nhãn và gọi SARS-CoV-2 là “virus Trung Quốc” — vốn là một chiêu trò tuyên truyền đánh lạc hướng về nguồn gốc con virus khỏi Trung Quốc đại lục kể từ đầu năm 2020. Trung Quốc từng tuyên truyền con virus này bắt nguồn từ nước khác, ví như Mỹ, Nhật chứ không phải từ TQ đại lục.
Ngừng bán vũ khí cho Ả Rập Xê Út và UAE. Vào ngày 27/1, chính quyền Biden đã áp đặt lệnh tạm ngừng bán vũ khí cho Ả Rập Xê Út và Các Tiểu vương quốc Ả Rập Thống nhất UAE. Mục tiêu dài hạn của ĐCSTQ là hất cẳng Hoa Kỳ khỏi khu vực Trung Đông và đóng băng hoạt động mua vũ khí của các đồng minh của Hoa Kỳ trong khu vực.
Hỗ trợ Chính sách “Một Trung Quốc”. Bất chấp việc Bắc Kinh cưỡng chế đồng hóa Hồng Kông và sự đe dọa ngày càng gia tăng của Hải quân và Không quân Trung Quốc, chính quyền Biden đã công khai tuyên bố tiếp tục ủng hộ chính sách “Một Trung Quốc”. Câu hỏi đặt ra là, Tổng thống Biden sẽ làm gì nếu Trung Quốc xâm lược Đài Loan?
Bổ nhiệm Đại sứ ủng hộ Trung Quốc tại Liên Hiệp Quốc. Ông Biden đã bổ nhiệm Linda Thomas-Greenfield làm đại sứ Liên Hiệp Quốc. Bà được ghi nhận vì đã ca ngợi dự án “Một vành đai, một con đường” của Bắc Kinh, đi kèm chính sách ngoại giao bẫy nợ để giành quyền kiểm soát các cảng biển ở nước ngoài và các cơ sở hạ tầng giao thông vận tải khác. Bà thậm chí đã được ĐCSTQ trả tiền để phát biểu tại một sự kiện của Viện Khổng Tử hồi năm 2019. Những lời nói của bà có vẻ khá đanh thép khi đề cập đến Trung Quốc, nhưng những hành động thực sự nhằm đối đầu với Trung Quốc tại Liên Hiệp Quốc sẽ rất ít và xa vời.
Thu hồi lệnh cấm Tuyên truyền của Bắc Kinh tại các trường Đại học ở Hoa Kỳ. Hồi cuối tháng 2, ông Biden đã công khai gọi việc ông Tập im bặt về tội ác diệt chủng người Hồi giáo Duy Ngô Nhĩ là thuộc phạm trù “tập quán văn hóa riêng”. Ông Cvrk cho rằng ông Biden đang cung cấp lớp vỏ bọc cho việc ĐCSTQ tiếp tục gây hấn ở khu vực Đông Turkestan, Tây Tạng, Nam Mông Cổ, Hồng Kông, và thậm chí cả Đài Loan trong tương lai!
Nhân vật cảm thông với ĐCSTQ lại đang phụ trách việc đánh giá lại các chính sách Trung Quốc từ thời ông Trump. Vào ngày 18 và 19/3, Ủy viên Bộ Chính trị Trung Quốc Dương Khiết Trì và Ngoại trưởng Vương Nghị đã có lời chỉ trích thẳng thừng đối với cố vấn an ninh quốc gia Mỹ Jake Sullivan và Ngoại trưởng Antony Blinken. Chính sách ngoại giao “chiến lang” của Trung Quốc như vậy là nhằm thúc đẩy sự trỗi dậy của Trung Quốc cùng với sự suy tàn của Hoa Kỳ và phương Tây nói chung. Cuộc đối thoại này đã diễn ra một cách công khai để tất cả các đồng minh của Hoa Kỳ có thể chứng kiến.
Hủy bỏ tên lửa hành trình hạt nhân phóng từ biển. Vào tháng 6, chính quyền Biden đã giải thể chương trình tên lửa hành trình hạt nhân phóng từ biển của Hải quân Mỹ . Quyết định này được đưa ra bất chấp mối đe dọa gia tăng từ tên lửa hành trình phóng từ tàu PLAN và vũ khí siêu thanh của Trung Quốc. Động thái này chẳng khác nào việc dập tắt từ trong trứng nước những nỗ lực của Mỹ nhằm đáp trả ưu thế hạt nhân và tên lửa thông thường của chính quyền Trung Quốc ở Biển Đông, Biển Hoa Đông và eo biển Đài Loan.
Loại bỏ việc truy tố các công dân Trung Quốc bị buộc tội gián điệp. Vào tháng 7, Bộ Tư Pháp Mỹ đã bác bỏ các vụ kiện do chính quyền Trump khởi xướng nhằm “chống lại năm nhà nghiên cứu bị cáo buộc che giấu mối quan hệ của họ với quân đội Trung Quốc, từ đó đặt ra câu hỏi về nỗ lực của Washington trong việc chống lại các mối đe dọa an ninh quốc gia của Bắc Kinh”.
Không đòi Trung Quốc bồi thường đối với các thiệt hại do đại dịch. Đầu tháng 8, thư ký báo chí Tòa Bạch Ốc Jen Psaki đã tuyên bố rằng Tổng thống Biden sẽ không ủng hộ chính sách đòi bồi thường do thiệt hại gây ra từ đại dịch COVID-19 của chính quyền Trump đối với Trung Quốc. Nỗi sợ hãi lớn nhất của ĐCSTQ là việc thế giới đồng thuận buộc Bắc Kinh bồi thường thiệt hại về kinh tế và cá nhân do che giấu dịch bệnh tại Trung Quốc vào thời điểm ban đầu, khiến dịch bệnh bùng phát ra toàn cầu. Điều này cho thấy chính quyền Biden đã để cho Trung Quốc thoát trách nhiệm trong nháy mắt.
Mỏ tiền Lithium tại Afghanistan. Đây là món quà lớn nhất mà chính quyền Biden dành tặng cho Tập Cận Bình từ trước đến giờ. Việc Mỹ rút quân khỏi Afghanistan đã khiến Taliban lên nắm quyền điều hành đất nước. ĐCSTQ đã lên kế hoạch khai thác khối lượng dự trữ lithium ước tính có giá trị lên đến từ 1 đến 3 nghìn tỷ USD tại Afghanistan để sản xuất pin và các sản phẩm khác. Đây có thể coi là một cuộc đảo chính kinh tế hoàn hảo đối với ĐCSTQ khi chính quyền Biden thúc đẩy công nghệ xanh, đặc biệt là xe điện và pin EV. Sự sụp đổ này cũng là một thất bại địa chính trị chiến lược lớn đối với Mỹ, làm mất tinh thần các đồng minh của Mỹ trong khu vực khi Mỹ bỏ rơi đồng minh Afghanistan.
Ông Cvrk kết luận, trên các vấn đề lớn nhỏ, chính quyền Biden đang đưa ra các chính sách có lợi cho Bắc Kinh. Có rất nhiều ví dụ khác nằm ngoài danh sách trên. Các hoạt động tặng quà có thể sẽ vẫn tiếp tục, khi trong chính quyền có nhiều nhân vật đã bị hỏng bởi những khoản chi trả gián tiếp từ ĐCSTQ.
