Lý do Tổng thống Biden giải mật thông tin vụ khủng bố 11/9 sau 20 năm
Các chuyên gia đã đánh giá về lý do Tổng thống Mỹ Joe Biden quyết định giải mật tài liệu về vụ khủng bố 11/9 sau 20 năm.
Theo đài Sputnik, Bộ Tư pháp Mỹ dự kiến công bố một số bộ tài liệu liên quan tới vụ tấn công khủng bố ngày 11/9/2001 trong 6 tháng tới. Bộ tài liệu đầu tiên sẽ được giải mật trước ngày 11/9/2021.
Ông Biden đã ký sắc lệnh hành pháp ngày 3/9, chỉ đạo Bộ Tư pháp giải mật tài liệu điều tra vụ 11/9 nhân dịp kỷ niệm 20 năm vụ khủng bố sắp diễn ra. Theo ông Biden, các thông tin được thu thập và tạo ra trong quá trình điều tra vụ khủng bố cần được công bố bây giờ.
Tháng trước, một số gia đình có người thân thiệt mạng trong vụ 11/9 đã kêu gọi ông Biden không tham gia bất kỳ sự kiện tưởng niệm nào năm nay, trừ khi chính quyền của ông đồng ý công khai các tài liệu về những kẻ cướp máy bay, tức là 19 người liên quan tới mạng lưới khủng bố al-Qaeda, trong đó 15 người có quốc tịch Saudi Arabia.
Tháng 7/2021, các gia đình nạn nhân đã kiện Saudi Arabia, cáo buộc các quan chức nước này đồng lõa trong thảm kịch. Saudi Arabia đã kiên quyết bác bỏ cáo buộc trên và ủy ban điều tra vụ việc không thấy mối liên hệ giữa vụ khủng bố và chính phủ Saudi Arabia.
Thời điểm công bố nhằm khiến dư luận quên vụ rút quân ở Afghanistan?
Tiến sĩ Luciano Zaccara, trợ lý giáo sư và điều phối viên nghiên cứu tại Trung tâm Nghiên cứu Vùng Vịnh thuộc Đại học Qatar nhận định: “Thời điểm công bố tài liệu giải mật có thể liên quan tới việc chính quyền của ông Biden cần biện minh cho vụ rút quân khỏi Afghanistan”.
Quá trình rút quân hỗn loạn và có đổ máu đã khiến tỷ lệ ủng hộ Tổng thống Biden sụt giảm. Khảo sát của trang web thống kê FiveThirtyFive cho thấy có 48,4% người Mỹ được hỏi cho biết họ không ủng hộ ông Biden, trong khi tỷ lệ ủng hộ là 45,9%. Theo tờ Washington Examiner, các con số trên đã khiến phe Dân chủ ngày một lo ngại, nhất là khi chỉ còn gần một năm nữa là tới bầu cử giữa nhiệm kỳ năm 2022 và họ phải cố gắng duy trì thế đa số tại quốc hội.
Ông Zaccara lưu ý rằng ông Biden đã hứng chịu chỉ trích từ nội bộ Mỹ liên quan tới việc Mỹ không đạt được gì trong 20 năm qua, nhất là khi phải trả cái giá đắt về mạng người, đặc biệt là người Mỹ.
Trong tình hình đó, theo giáo sư Zaccara, chính quyền của ông Biden đang muốn có một bộ học thuyết đối ngoại mới của Mỹ liên quan tới toàn bộ Trung Đông, trong đó ưu tiên các lo ngại về an ninh của Mỹ với các nước thứ ba. Do đó, các tài liệu vụ 11/9 được mong chờ giải mật từ lâu có thể khiến dư luận quên đi vụ rút quân lộn xộn của Mỹ ở Afghanistan và hỗ trợ xác định các ưu tiên mới.
Cùng lúc đó, một số nhà quan sát cho rằng tài liệu giải mật có thể gieo rắc nghi ngờ lên giới tinh hoa Saudi Arabia, nhất là khi phần lớn những kẻ cướp máy bay trong vụ 11/9 là công dân Saudi Arabia. Nếu tài liệu giải mật sắp tới có bất kỳ thông tin gì kiểu đó, điều này chắc chắn làm xói mòn quan hệ giữa Tổng thống Biden và Thái tử Mohammed bin Salman.
Tiến sĩ Mehran Kamrava, Giám đốc Trung tâm Nghiên cứu Khu vực và Quốc tế, nhận định: “Chúng ta đang thấy chính quyền của ông Biden có vẻ ngần ngại hơn trong bảo vệ đồng minh Saudi Arabia trước vụ giải mật có thể tiết lộ những thông tin về sự dính líu của Saudi Arabia cũng như vụ bưng bít sau đó của cả chính quyền Saudi Arabia và chính quyền Tổng thống Bush”.
Trước đó, chính quyền của ông Biden đã chỉ trích Thái tử Mohammed bin Salman, cho rằng ông này có thể liên quan vụ sát hại nhà báo Jamal Khashoggi năm 2018.
Ngày 26/2, Mỹ đã công bố báo cáo tình báo cho thấy mối liên quan của vụ việc nhà báo Khashoggi tới Thái tử Saudi Arabia nhưng không có bằng chứng. Một số tờ báo cho rằng lúc đó Nhà Trắng tìm cách “gạt ra bên lề” vị thái tử quyền lực vốn có quan điểm ủng hộ cựu Tổng thống Donald Trump.
Trong khi đó, ông Peter Kuznick, Giáo sư lịch sử tại Đại học Mỹ ở Washington DC, cho rằng giải mật tài liệu về sự liên quan của người Saudi Arabi trong vụ 11/9 đã quá hạn 20 năm rồi. Ông cho rằng tình trạng thiếu minh bạch đôi khi chỉ là để tránh sự khó xử và đôi khi vì tính toán địa chính trị: “Dưới thời George Bush, Mỹ phụ thuộc vào hydrocarbon Trung Đông và cố không chọc giận các đồng minh”.
Theo ông Kuznick, dầu của khu vực Vùng Vịnh giờ không còn quan trọng như trước trong tư duy chính sách đối ngoại của Mỹ. Mỹ đã tìm cách tách khỏi khu vực này ở một mức độ nào đó.
Mỹ có thể đã chính tay “nhào nặn” những kẻ tấn công
Tuy nhiên, cùng lúc đó, tài liệu giải mật cũng có thể tiết lộ việc Mỹ hợp tác với các phần tử thánh chiến từ thời Chiến tranh Lạnh. Ông Kuznick cho biết Mỹ từng huấn luyện, cấp vũ khí và tài chính cho phong trào thánh chiến Hồi giáo ở Afghanistan cuối những năm 1970 và 1980 để chống Liên Xô.
Theo ông Kuznick, những phần tử nổi dậy này gồm cả Osama bin Laden và các thủ lĩnh khác của al-Qaeda cũng như nhiều thành viên Taliban. Mỹ từ lâu đã ngần ngại công bố tài liệu ngày 11/9 có thể rõ ràng là vì tài liệu này có thể phơi bày các hoạt động ngầm của Mỹ trong việc đào tạo chính những đối tượng đã tấn công Mỹ ngày 11/9/2001.
Trong khi đó, ngày 3/9, CBS đã phát cuộc phỏng vấn với Danny Gonzales, một cựu đặc vụ Cục Điều tra Liên bang tham gia cuộc điều tra bí mật về hai kẻ cướp máy bay Saudi Arabia ở San Diego. Ông Gonzales cho rằng 19 kẻ cướp máy bay không thể tự thực hiện vụ giết người hàng loạt, ý nói chúng có một mạng lưới hỗ trợ ở Mỹ. Theo ông này, hai thủ phạm đã tham gia huấn luyện bay ở Arizona trước vụ tấn công.
Hiện vẫn chưa rõ các tài liệu sắp giải mật này có gây chấn động dư luận hay không.
